useEffect Practice — Sync Count to Document Title

A count and an unrelated notes field live in the same component. Write one effect that runs only once on mount, and another that runs only when the count changes — syncing it to the document's title.

Requirements

• An effect with an empty dependency array runs setMountEffectRuns once, on mount only.
• An effect depending on `count` runs setCountEffectRuns and updates document.title every time count changes — including once on the initial render.
• Changing the unrelated `notes` field must not cause either effect to run again.

Constraints

• Do not add extra dependencies to either effect's array.
